Intel's Packaging Ambitions: A New Revenue Engine Takes Shape

Intel is actively pursuing business from the world's largest cloud computing firms, but with an unexpected focus. The company is in discussions with giants like Amazon and Google, not primarily to sell them chips, but to provide advanced chip packaging services. These negotiations could unlock billions in annual revenue, potentially arriving sooner than meaningful income from Intel's new wafer fabrication capacity.


Analyst Confidence and Upward Revision


Market sentiment received a boost when KeyBanc analyst John Vinh raised his price target for Intel shares from $65 to $70, reaffirming an "Overweight" rating. Vinh cited several positive indicators, including stronger-than-expected demand for server CPUs from Asian markets and two separate price increases Intel has implemented for its server and client processors.


Further technical progress supports the optimistic view. Yields for the Intel 18A manufacturing process have improved to 65%, while development of the "Panther Lake" product line continues to advance. KeyBanc estimates the potential revenue from Google's "Humu Fish" TPU, which is expected to utilize Intel's EMIB-T packaging technology, could reach $4 to $5 billion. The analyst also referenced a potential design win with Apple for an entry-level processor destined for MacBooks and iPads.


Following this analysis, Intel's stock price moved higher in pre-market trading, positioning it approximately 28% above its level at the start of the year.


Capitalizing on a Constrained Market


The opportunity for Intel arises from a significant industry bottleneck. Advanced chip packaging, once a niche segment, is now a critical capability. While Taiwan Semiconductor Manufacturing Company (TSMC) dominates this sector, its packaging capacity is reportedly even tighter than its wafer production. This constraint forces hyperscalers like Google and Amazon, which design their own accelerator chips, to urgently seek alternative suppliers.


Intel is aiming to fill this gap. The company is promoting its proprietary EMIB and EMIB-T packaging technologies as more energy-efficient and compact than TSMC's solutions. Its production line for EMIB-T in Rio Rancho, New Mexico—a facility employing about 2,700 people—is already scaled for high-volume manufacturing.


The financial appeal for Intel is clear. Speaking at a Morgan Stanley conference in early March, CFO Dave Zinsner indicated the company was close to securing packaging agreements that could be worth "billions of dollars per year." Such contracts require substantially less capital investment than building new fabrication plants and can generate revenue more rapidly. Zinsner projected gross margins for this business could reach 40%, a figure comparable to Intel's core operations.


Persistent Skepticism and the Path Forward


Despite the promising outlook, not all observers are convinced these deals will materialize quickly. Reports suggest potential customers remain cautious, with concerns that Intel may struggle to meet capacity commitments or that TSMC could retaliate by reducing their wafer allotments. Intel's own foundry chief has indicated that a significant uptick in capital expenditure would be the clearest signal of major customer signings.


Zinsner has reiterated the goal of reaching break-even operating margins for the foundry segment by the end of 2027. Success in securing major packaging contracts could accelerate that timeline. Officially, Intel does not anticipate concrete customer agreements until the second half of 2026. However, the market may gain initial insights when the company releases its next quarterly report on April 23.
